    Capital Metro is implementing a transformational transit improvement program for Central Texas that will be the most advanced transit system in North America.  Successful operation and management of the system will depend on workforce planning and development initiatives to create early pipelines for hiring of new employees and identification of growth opportunities for existing staff. 

    The Director of Workforce Planning, will ensure that current and future skill and capacity needs are defined, and will deliver a comprehensive workforce plan as we execute against our evolving business and operations strategy to position Capital Metro to:

    The primary purpose of this role is to prepare Capital Metro to have the right number of people, with the right job knowledge, skills, and diversity in the right jobs at the right time.

    WHAT YOU'LL BE DOING

    You will collaborate with the People & Culture Department and business units to measure/prioritize essential talent needs that enable Capital Metro to meet its long-term goals and serve as a trusted advisor and subject-matter expert for all workforce planning activities.

    You will develop strategic and operational workforce plans, including cost of staffing and headcount forecasting and analysis.

    Your role will consistently assess existing workforce plans to ensure practical business alignment and exhibit the ability to work with cross-functional teams in the design of alternative approaches. 

    Build a talent pipeline by leveraging partnerships that lead to the identification of solutions and approaches to close or mitigate significant talent gaps.

    Strengthen the full employee lifecycle by developing leadership and soft skills training to ensure proper timing of new and succession talent resources need.

    Enhance the employee value proposition by communicating and delivering career growth opportunities for employees.

    As a proponent of data-driven strategies, you are willing to challenge convention, build relationships and think critically.

    WHAT YOU BRING

    •Bachelor's degree in Business, Human Resources Management, or related field. Related experience may be substituted on a year for year basis up to four (4) years. 
    •Eight (8) years of strategic workforce planning experience working for complex organizations, including utilization of workforce management tools and processes within a transportation, manufacturing, or similar organization.  Including experience in at least one of the following areas: Employee Relations, Training & Development and/or Talent Acquisition.
    •Three (3) years’ experience supervising human resource teams.
    •Certification in strategic workforce planning preferred.

    Knowledge, Skills and Abilities
    •Expertise around headcount planning, talent acquisition, analytics, talent and managing complex HR projects.
    •Proven ability to work in an ambiguous, fast paced and rapidly changing environment, while driving towards clarity and solutions, forward-thinking with the ability to see the complete picture
    •Adopts an open-minded approach, and able to visualize the workforce planning impacts of business change plans from a range of different perspectives
    •Proven track record of collaborating with business and functional teams to deliver innovative and sustainable solutions.
    •Combines exceptional communication and influencing skills, with the ability to adapt approach for diverse audiences; ability to break down technical messages into understandable terms.
