Program Manager, Real Estate
The Real Estate Program Manager reports directly to the Director of Real Estate. Responsible for real estate and right of way program oversight, transactions, planning, management and planning for acquisitions, relocation, property management, leasing, appraisal, survey, disposition, and development supporting Austin Transit Partnership and Project Connect.
The Austin Transit Partnership (ATP) is an independent organization entrusted with the design, construction, and implementation of Austin’s Project Connect program, which includes a new rail system, a downtown tunnel, and expanded bus system. ATP works in close partnership with Capital Metro, the region’s public transportation provider, which provides ATP with a range of critical administrative and capital projects support functions.
ESSENTIAL DUTIES AND PRIMARY ACCOUNTABILITIES:

•Oversee consultants and contract management to ensure performance measures and schedule are being met.
•Participate in short- and long- range planning activities for real estate programs, serve as an advisor in support of multiple real estate initiatives.
•Coordinate, develop, and monitor real estate programs; and plans the scope, criteria, and timelines for those programs.
•Develop and implement strategies through grants and alternative funding sources.
•Manage the purchasing procurement process; monitor contract services to ensure compliance with contractual obligations.
•Develop training materials, processes, policies and oversees, and facilitate training for programs and initiatives.
•Establish and implement communication strategies to improve processes and efficiencies throughout the real estate process.
•Evaluate program effectiveness and efficiency and recommendation improvements.
•Assist and coordinate the preparation of legal documents, present comprehensive and detailed reports by compiling, reviewing, and analyzing data; provide written and/or oral reports.
•Act as liaison and represents Austin Transit Partnership to ATP Board, Capitol Metro Board, City Council, City departments, boards and commissions, citizens and other stakeholders.
•Responds to and resolves sensitive inquiries and complaints, and issues from both internal and external sources.
•Communicate and implement safety rules, policies, and procedures in support of the agency’s safety vision and goals and maintain accountability for the safety performance of employees.
•Perform other duties as required and/or assigned.
RESPONSIBILITIES - SUPERVISOR AND/OR LEADERSHIP EXERCISED:
Plan, direct, coordinate, and review the work of assigned staff and consultants, assign work activities and coordinate schedules, projects, and programs; provide constructive feedback; review and evaluate work and make effective suggestions and recommendations.
Coach, train, and motivate staff; coordinate and/or provide staff training; and manage employee relations; manage the workflow and prioritization of projects and measure the performance of department staff and take appropriate corrective action when necessary; provide advice and counsel to staff; develop developmental work plans for staff; implement or recommend corrective actions, discipline and termination procedures as appropriate/necessary.
Education and Experience:
•Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Business Administration, Finance, Public Administration, Real Estate, or in a field related to the job. Experience may substitute for education up to four (4) years.
•Six (6) years of experience in real estate activities, including three (3) years of experience in a lead or supervisory capacity.
•Five (5) plus years of experience following Uniform Act on real estate and/or right of way projects is preferred.
Knowledge, Skills and Abilities:
•Knowledge of Real Estate Law and the Texas Real Property Code, of real estate leasing, purchasing and development principles, practices, and laws.
•Familiarity with applicable federal and state regulations pertaining to the acquisition of real property, grant funding in the acquisition of real property, and relocation of persons and business displaced by real property acquisition.
•Must have prior experience and working knowledge of the Uniform Relocation Assistance and Real Property Acquisition for Federal and Federally-Assisted Program, Federal real estate principles, practices and laws and knowledge of regulations and reporting requirements under the Federally funded projects including requirements governing relocation pursuant to the Uniform Act.
•Knowledge of uniform and standard operating principals governing activity within railroad right-of-way.
•Skill in negotiating real property acquisitions and other issues.
•Skill in real property feasibility and due diligence.
•Ability to work both independently and to supervisor and direct consultants and contractors. Must have adept people skills and professional courteous behavior.
•Ability to communicate effectively with co-workers, contractors, other agency personnel and the public; to organize and manage data and manage projects; and to find solutions to complex interpersonal, technical, financial, legal, and administrative problems.
•Ability to demonstrate a fiduciary obligation to the organization in handling materials and information of a confidential nature.
Equipment and Applications:
Must be proficient in using business and communications software, preferably Microsoft Office 365 which includes Word, Excel, PowerPoint, Outlook, Teams, and/or other modules as needed.
Minimal travel may be required.
WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work is generally performed in an office environment but requires occasional visits to construction job sites. Job may entail considerable levels of stress as this job works with multiple project timelines and is responsible for managing employees performing work of a complex nature.
Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and extreme noise when conducting site visits and working in the field.
